The need for better cyber security is increasing, as attacks are getting more sophisticated and increasingly aimed at a deep strategic penetration and long-term information exploitation. As a result, the models for protection and response must change, differentiating among layers, and adopting the Enterprise Threat and Risk Management (ETRM) principles, operations and technologies.

This presentation therefore proposes a three-tiered model with linked policy and legal structures:

  • A national carrier, national service provider or ISP layer with primary responsibility for broad hygiene and reliability
  • An enterprise (or government agency) level that must adopt an ETRM approach to identify intrusions and respond before damage becomes unacceptable
  • The individual user

The presentation will provide an outline of the policy and authority issues that must be addressed and managed by these three layers. For example, what are the types of policy actions required at international and national levels to provide a cleaner and more reliable internet? How to change a culture and provide governance to the Internet? What are the types of policies and frameworks for enterprises and agencies to secure their environments and move to ETRM model of defense?

Presenter: Prescott B. Winter, ArcSight

Prescott B. Winter has served as ArcSight's Chief Technology Officer for the Public Sector since March 2010. Prior to ArcSight, Dr. Winter served as Associate Deputy Director of National Intelligence for Information Integration for the National Security Agency (NSA) from 2008 to 2009. Dr. Winter served more than 25 years at the NSA, including positions as CIO and CTOl Chief, NSA Commercial Solutions Center; Chief, Customer Response; and Deputy Chief, Defensive Information Operations. Dr. Winter holds bachelor's, master's and PhD degrees from Stanford University.
